TOM
LEONARD - Tom received B.A. and LL.B. degrees from the University
of Texas. Tom is a member of the Texas, Travis County and American Bar
Associations and has practiced in the field of municipal finance, real
estate and legislation for 36 years. He is listed in the Directory of
Municipal Bond Attorneys and is a member of the National Association of
Bond Lawyers. In addition, Tom has served as a member of the Federal Policy
Council of the Urban Land Institute and was one of three founders and
a charter board member of the Association for Governmental Leasing &
Finance.
Tom's practice in real estate includes transactions aggregating more than
$1 billion in 14 states. Investors from seven countries have been involved
in these transactions.
Tom served as Chairman of the Board of Directors of the Texas Alliance
for Education and The Arts. He has served as a member of the Board of
Directors, and Secretary of the Texas Council of Economic Education
and was a member of the Texas Environmental Agencies Transition Committee.
This Committee implemented the merger of the Texas Water Commission,
the Texas Air Control Board and a portion of the State Health Department.
Tom has worked with legislators in the drafting and enactment of 82
pieces of state and federal legislation to facilitate tax-exempt finance.
Under Tom's supervision, the Firm has served as counsel on more than
1,800 tax-exempt finance transactions in 42 states.
EDMUND B. FROST - Ed received an A.B. degree from Dartmouth College
and a J.D. degree (magna cum laude) from Michigan Law School where he
was an assistant editor of the Michigan Law Review. He is admitted to
practice in the District of Columbia, Colorado and numerous federal
courts including the U.S. Supreme Court.
Ed has practiced environmental law since 1978, when he became the first
in-house General Counsel of the Chemical Manufacturers Association.
He has published widely on environmental issues and was a member of
the Board of Directors of the Environmental Law Institute from 1992-97.
He was the Senior Vice President and General Counsel of Clean Sites,
Inc., a nationally recognized public interest nonprofit company focusing
on cleanup of hazardous waste and other contaminated sites. His clients
have included General Motors, Cooper Industries, FMC Corp., J.C. Penney
Co., Gaylord Paper Company and the Chemical Manufacturers Association,
as well as major financial institutions. At Clean Sites he was instrumental
in establishing several non-profit 501(c)(3) venture capital brownfield
redevelopment affiliates including the Center for Land Renewal, the
Northern Indiana Center for Land Renewal and the Phoenix Land Recycling
Company. From 2000 through 2003, he was an independent Director of Philips
Services Corp., a publicly traded international environmental services
and recycling company, where he was also Chairman of the Board's Nominating;
Health, Safety and Environmental; and Corporate Governance Committees.
As a litigator with experience in environmental, antitrust, transportation,
corporate and securities law, Ed has the vision and proven ability to
settle complex conflicts. His practice focuses on counseling, litigation
and settlement of environmental conflicts, federal and state regulatory
and legislative initiatives, and transactions involving the redevelopment
of contaminated urban and rural "brownfields" properties.
FRED W. MARSH, JR. - Fred received B.S. (summa cum laude) and
M.B.A. degrees from Louisiana Tech University, Ruston, Louisiana, and
a J.D. degree (magna cum laude) from Southern Methodist University,
Dallas, Texas. He is a member of the Dallas Bar Association and the
State Bar of Texas, and has been actively engaged in private practice
in Dallas since 1969 in the areas of general corporate, securities and
real estate law. In recent years, Fred's practice has been concentrated
in real estate and real estate finance. Fred holds the rank of Eagle
Scout with bronze, gold and silver palms. He enjoys Scouting, as well
as collecting flint blades, projectile points and pottery of the prehistoric
people of North America.
DAVID B. BROOKS - David studied at Johns Hopkins University,
the University of Houston and the University of Texas, from which he
received a J.D. degree. David's practice focuses on public officials
and governmental entities. In recent years, David has served in various
legal capacities for the Texas House of Representatives. He is the author
of Volumes 35, 36 and 36A of the Texas Practice Series, County and Special
District Law, Second Edition, published in 2002, and Volumes 22, 23
and 23A of the Texas Practice Series, Municipal Law and Practice, Second
Edition, published in 1999/2000.
SAL LEVATINO - Sal received a B.A. degree from the University
of Notre Dame and an LL.B. degree from the University of Texas. Upon
graduation from law school, Sal was awarded a Ford Foundation legislative
internship, and was assigned to work as counsel for the Texas Senate
Jurisprudence Committee during the 61st legislative session. From 1969
to 1971, Sal worked as a law clerk for United States District Judge
Jack Roberts in Austin, Texas. From 1971 to 1973 Sal was employed as
Assistant to the President of the University of Texas at Austin; his
primary responsibility was serving as legal advisor to the President
of the University, as well as the vice presidents and deans of the various
schools and colleges. Since entering private practice in 1973, Sal has
represented numerous school districts and colleges in central Texas;
he served as the attorney representing the creation of the only two
new school districts in the State of Texas in the last fifty years.
In addition to his education practice, Sal has had a general business
practice, including representing one of the largest local land developers
in Austin over the past twenty years. Sal is also a CPA candidate, having
completed all of the course requirements and having successfully passed
the uniform examination for Certified Public Accountants.
JAY D. TERRY - Jay received a B.A. degree from the University
of Iowa, an LL.B. degree from Georgetown University and an LL.M. degree
in International Law from New York University. He is a member of the
State Bar of Texas and the District of Columbia Bar.
Jay joined the Firm coincident with his retirement from the Air Force
in the grade of colonel after a 24-year career as a judge advocate.
While in the military, he worked extensively in the areas of military
justice and the negotiation and implementation of international agreements
for basing of forces overseas, particularly Spain and the NATO countries.
Jay's practice is concentrated in municipal finance, federal securities,
banking and government contracting. He is listed in the Directory of
Municipal Bond Attorneys and is a member of the National Association
of Bond Lawyers. Since its inception in 1981, Jay has been General Counsel
for the Association for Governmental Leasing and Finance, a national
association of over 275 major entities involved in tax-exempt lease-purchase
finance. During 1988-1989, he served as Chairman of the Military Law
Section of the State Bar of Texas.
